Three Central Va. legislators say Kaine's plan won't get their support

Several legislators on the Assembly’s money-focused committees said the cigarette tax was a job killer for Philip Morris, the tobacco giant based in Richmond. Philip Morris’ parent company, Altria, is among Virginia’s largest contributors to political candidates’ campaigns.
