Instead, the Pentagon's proposed $515 billion budget for defense spending in 2009 is the highest since World War II, adjusted for inflation. Should that money, as it flows to the defense industry, go toward a military that’s more stripped down and retrofitted for battles against insurgents and terrorists? Or should the defense industry be gearing up for a more traditional confrontation?
